(6) JNR restructuring from the viewpoint of the taxpayer
JNR paid almost no tax before privatization, and instead received about \600 billion annually in subsidies from the government. Since the reform, while the government has continued to supply annual subsidies of \100 billion to the JNRSC, the JR companies have been operating at a profit and paying corporate taxes in excess of the subsidies provided to the JNRSC.
Thus, in comparing the pre- and post-reform periods, a difference of \700 billion annually is being returned to the people of Japan.
